Greek iGaming GGR Rises 18.7% to €647.2 Million in H1 2026

Online gambling generated approximately 88% of Greece’s first-half market growth, while the regulator expanded its use of AI to investigate unlicensed websites.

Greece’s licensed online gambling operators generated gross gaming revenue of €647.2 million in the first half of 2026, an increase of 18.7% year on year, according to figures presented by the Hellenic Gaming Commission (EEEP).

Online revenue rose from €545.1 million a year earlier, contributing €102.1 million of the overall market’s approximately €116 million increase. The segment therefore accounted for around 88% of market growth.

Total gambling GGR reached approximately €1.56 billion, up 8%. Land-based revenue increased more slowly, rising 1.6% to €910.6 million. Online gambling’s share of total GGR consequently grew from 37.8% to 41.5%.

Public Receipts Grow Faster Than the Market

Government receipts from gambling increased 14.4% to €627.3 million, compared with €548.3 million in the first half of 2025.

That growth preceded the effect of higher taxes on winnings from online casino games, poker and slots, which took effect on July 1 and therefore fall outside the reporting period.

The regulator presented its work during a visit by National Economy and Finance Minister Kyriakos Pierrakakis. The meeting also covered player protection, enforcement and digital tools for identifying illegal gambling activity.

Deloitte Forecasts Further Shift Online

A Deloitte study commissioned by EEEP projects that Greece’s total gambling GGR could reach approximately €5.25 billion by 2040, compared with €3.07 billion in 2025.

The forecast anticipates cumulative online gambling growth of 125% over that period, compared with 39% for land-based activity. Online gambling could consequently approach or exceed half of total market revenue.

For 2031-2040, the study forecasts average annual online growth of 5.6%, against 1.3% for land-based gambling. These are long-term projections rather than reported results.

AI Supports Investigations Into Illegal Sites

Alongside the market figures, EEEP reported approximately €1.8 billion in illegal wagers and estimated that almost 10% of the population had participated in illegal gambling. It also reported filing criminal complaints concerning 18 influencers promoting unlicensed websites, whose Instagram accounts collectively had 3.6 million followers.
The regulator’s AI-assisted system processed 3,283 websites, identifying 2,282 with gambling content and classifying 1,001 as illegal. Of these, 734 were automatically flagged with high confidence for blacklisting.

According to reporting on the presentation, EEEP estimated that the platform handled 75% of repetitive staff work and increased processing speed at least two to three times. Analysts continue to review uncertain cases, while blocking requests are submitted manually with supporting evidence.

Pierrakakis said popularity did not provide immunity and that influence brought responsibility, referring to the promotion of illegal gambling through social media.
