Nevis Launches Dedicated Prediction Market Licence for Operators and Suppliers

NOGA’s new framework covers B2C platforms and B2B providers, accommodating multiple event categories and trading models subject to individual regulatory assessment.

The Nevis Online Gaming Authority (NOGA) has introduced a dedicated prediction market licence, creating a separate authorisation pathway for consumer-facing operators and B2B technology and service providers.

The framework launched on October 30. Application requirements, forms, licence conditions and supporting guidance became available on the regulator’s website on November 2.

The new category is distinct from NOGA’s existing B2C and B2B online gambling licensing arrangements.

Multiple Event Categories and Trading Models

The framework accommodates markets covering sports, financial and economic indicators, politics and elections, entertainment, weather and climate, cryptocurrencies and digital assets.

Supported structures include binary and multi-outcome markets, pari-mutuel models and market-maker arrangements, subject to regulatory approval.

NOGA will assess eligibility and permitted activities individually, considering each applicant’s business model, operational structure and associated risks. The listed categories therefore describe the framework’s potential scope rather than automatic approval for every proposed market.

Integrity and Settlement Requirements

The framework addresses market manipulation, conflicts of interest, transparent event resolution and safeguards for participant funds.

It also requires attention to reliable outcome data, settlement procedures and mechanisms for resolving settlement disputes. These provisions sit alongside corporate due diligence, financial transparency, anti-money laundering and customer-protection requirements.

Destination-Market Rules Still Apply

Nevis forms part of the Federation of Saint Kitts and Nevis. Its new licence is intended to attract businesses developing or operating prediction markets.

NOGA expressly states that authorisation remains subject to the laws and regulatory requirements of jurisdictions where licensees offer their services. A Nevis licence therefore does not itself establish permission to enter every overseas market.
